DICTATOR MADURO USES NEGOTIATIONS TO STOP ENFORCEMENT OF THE INTER-AMERICAN TREATY FOR RECIPROCAL ASSISTANCE (TIAR)

With Venezuela’s re-entry into the Interamerican Treaty for Reciprocal Assistance (TIAR in Spanish) there were some immediate actions that behooved President Juan Guaido to take to invoke its enforcement, in order to cease the usurpation of the Venezuela’s government (sic), the violation of its sovereignty and independence. The objective reality reveals that by using the Barbados’ negotiations, Maduro the dictator stops the TIAR’s enforcement, with the foolishness of placing as apparent operators of this move, those in charge of regaining freedom and democracy.
This past 23rd of July, Venezuela’s National Assembly in a street session “approved in a second round of discussions the Law for Reincorporation into the TIAR” following an “urgent motion” requested by the President. In this same session, however, President Guaido stated that “the TIAR is not magical, it is not a button that fixes everything, quite to the contrary, it compels us to get out and be the majority that we are in all areas”.
Dictator Maduro reacted violently, threatening to jail those members of the Assembly who approved the TIAR, stating that “the crane is ready to stop those who insist in taking forward an InterAmerican military cooperation treaty”. The regime’s Minister of Defense, General Vladimir Padrino declared “the FANB vehemently rejects the harmful intentions of a pro-imperialist political minority who, by showing their anti-patriotism, invoke the TIAR”. Diosdado Cabello condemned the re-entry into the TIAR and threatened to remove the immunity of who signed the treaty with the fallacious reasoning that “justice will take care of those responsible”.
The dictatorship’s reactions could not be any clearer to show the appropriateness of the strategy “to activate and enforce (sic) the TIAR to recover Venezuela’s sovereignty and independence”. Unlike Guaido, Maduro, Padrino, Cabello and the Castroist Chavist system do know that the TIAR is magical against usurpation.
Inexplicably, following the re-entry into the TIAR, President Guaido instead of invoking its enforcement, has insisted in “not to create false expectations” making his ambassadors to act in this same way and has continued with the Barbados’ negotiations.
The steps to follow to invoke the enforcement of the TIAR are very simple, quick and yield conclusive results. The Castroist Chavist dictatorship and the Cuban occupation know this and this is why they play their threat and intimidation-cards. They use propaganda to discredit the TIAR by insinuating it to be an imperialist mechanism, and sustain the Barbados’ negotiations in order to gain time and further split the opposition.
President Guaido has the obligation to request a meeting of the “TIAR’s Consultation Team” that must “immediately meet” at the request of the President of the Permanent Council. The great advantage in favor of Venezuela’s liberation is that in the TIAR’s Consultation Team, there exist the conditions so there is the acknowledgement of existing aggression and the adoption of measures by not only two-thirds of votes that the treaty demands, but by practically unanimity, because of the 17 member states who comprise the team, all have recognized Juan Guaido as Venezuela’s President.
Invoking the TIAR’s enforcement will comprise “a credible threat” against the usurpation and will enable for the adoption of “one or more of the following measures; the removal of the Heads of Mission, the breaking of diplomatic relations, the breaking of consular relations, the partial or total interruption of economic, communications’, railway, maritime, aerial, postal relations . . . and the use of the Armed Forces”
Reports from the Organization of American States (OAS) and from other institutions, the visible facts -such as the humanitarian crisis- are ample proof of “the aggression” and of Venezuela’s “occupation with the violation of its sovereignty and independence” that “threatens the stability and peace of the Americas” and that attempts against “international peace and security”. The facts have been shown, the law protects Venezuela and the political conditions are ripe because of TIAR’s member states’ position.
There is nothing lacking to enforce the TIAR for the usurpation in Venezuela to end, and the dictatorship knows this. Cuban’s occupation and the usurpers fear the sole announcement of “the use of the Armed Forces” to be made (sic) within the ample international legitimacy framework because the TIAR is part of the United Nations’ International Peacekeeping and Security System. Precisely -and because of this- Maduro uses the Barbados’ negotiations to stop the enforcement of the feared TIAR.
